Frequently Asked Questions on A.G.M

Q. What is the purpose of this blog?
A. This blog wishes to portray ethical and nationalistic education as an effective medicine to permanently eradicate the disease of corruption in our country. An effective anti-graft machinery is also suggested here.
                       
Q. Does LokPal demand major constitutional changes?
A. Our constitution already has a provision of C.V.C which is primarily made to stop corruption. Why not empower C.V.C instead of bringing major reforms in the constitution in pretext of LokPal?
             
Q. Can we have a quicker and effective alternative to LokPal?
A. LokPal will be another investigation agency like CVC or CBI. CVC has experience and at least some infrastructure to carry out investigations at a national scale. LokPal on the other hand doesn't even exist. It is certainly easier to bring amendments in the present rules to make CVC independent of govt. influence and give it more powers than bringing something completely new.
           
Q. Why C.V.C? Why not turn C.B.I or any other body as an alternative to LokPal?
A. Yes, It can be any suitable govt. body for that matter, the purpose should be to bring a common body (independent of govt. influence) to fight all kinds of corruption rather than making several which will only confound the purpose. C.V.C is suggested here because it’s primarily made to curb corruption.
                
Q. Is LokPal the reinvention of the cart wheel?
A. The workforce of LokPal can’t be brought from the blue. To start with, it has to borrow experienced persons, from the present government machinery, which does the same job of investigations as proposed in LokPal bill. Why to borrow then? Why to reinvent the cart wheel? Why not go for making a car now? LokPal may become a superfluous addition to what already exists.
                 
Q. Will LokPal be the final authority to decide upon corruption cases?
A. LokPal will be another investigation machinery not the decision making body. The decision making body or the tribunal must bear accountability to what it decides. It must have clearly defined roles and powers. The said proposal also suggests on the tribunal mechanism.
                   
Q. Why should the decision making body in an anti-graft system be elected?
A. In a democratic country the government is elected and has highest constitutional powers. A body which is empowered to take decision against a democratic system like government must also be brought by a democratic process like elections.
           
 Q. How is the proposed A.G.M better than LokPal?
A. The proposed A.G.M has the decision making body (tribunal) as an integral part of the anticorruption system, unlike LokPal. It also suggests a quicker and effective alternative of LokPal.

Q. If Video capturing devices are placed for monitoring purpose will it not breach the privacy of the government officials?
A. Office and/or residential offices, cars etc. provided by the govt. to the officials are not for private or personal use, the monitoring devices put in these places will not breach the privacy.
                              
Q. Will video monitoring not jeopardize the security and confidentiality of sensitive matters of the government?
A. The monitoring will be in the hands of another constitutional body of our country which in-fact will be another custodian of security and confidentiality.
            
Q. If common public is allowed to enter govt. offices with audio/ video capturing devices then can it not endanger sensitive matters of govt.?
A. Separate public interaction rooms etc should be made available which must be away from confidential areas.
                 
Q. Why is corruption such a major problem in our country?
A. Present politicians and bureaucrats have zero feeling of nationalism, they choose their roles only to serve vested interest. Therefore corruption comes into them as a professional goal. Unfortunately no education directs us to set nationalism as a goal. If nationalism, ethics and a goal to serve our motherland is instilled, from an early age among students, then it can permanently oust the disease of corruption.

Q. Why to sanitize only the politicians and bureucrats? Don't we all need it.
A. Politicians and bureucrats are the leaders and rest of us are all followers. Sanitizing the leaders from graft will ensure a followup by all.

Q. What if the government or by and large the political system is not willing to form any A.G.M or Janlokpal etc ?
A.  In that case non government social organizations may come together to  establish a national political party in which all the leaders will be new with nationalistic ideas and culture.Such a political party will pursue the establishment of A.G.M /Janlokpal and U.N.S as its primary agenda. The leaders can be inducted from an university proposed in U.N.S section.
